のように1時間半ほど前にリブートの要請があったと思いますが、
httpd(apache)が立ち上がってきておりませんです。

また、
tiger509 %httpd --help
としても、
Starting apache22.

と云ってきています。

この点を再度確認いただけると有り難いです。
