１ヶ月毎に３点。　１ヶ月で３点か、２ヶ月累計で４点（６点／３月？）で懲罰みたいな。
スレッドを多く立てる記者だと事故率が高いだろう、という事で点数では無く
事故率ではどうか？という話もあった。

For example. CAPs has 3-hesitations/month.
And It reachs 3/month or accumulated total 4/2months (6/3months?)
when send to guillotine or give somekind of penalty.
Or, a thread-makeing-machine would meet an accident as it is.
So It would be good for judged by miss-ratio.
